this is an issue with legendary. a couple of options include deleting the existing metadata and letting it recreate, or you can do what I do: press play until it eventually lets you in

How do I delete the metadata? I've pressed play about a million time slol

I understand it's a problem when the game checks for updates (not really missing metadata locally, it's more like
failed to get the metadata from the server)

I understand that, if legendary fails to check if there are updates for a game, it refuses to launch the game instead of just launching the game anyway
