@𝕕𝕒𝕨𝕛𝕚 it used to be common to have all voice chat disabled like that. But it's less common these days.
You may have to restart the game or your PC to fix it. If this doesn't do the trick, you may have gotten a voice chat ban and not noticed the popup.
