What is notification group and notificationGroupId?
My app is to allow users to log in and subscribe to changes of one or multiple data and set their delivery preferences for each data subscription. Will each data subscription be considered a workflow?

Answering post title:-
notification group is a way to group different workflows.
You can use this API to fetch all workflow groups (notification groups). each notification group has a unique id that is called notificationGroupId
Currently, a subscriber can have global preferences and workflow level preferences for channels
