avg 2000 ms, 100% incoming packet loss

tried literally every single troubleshooting thing related to my network that i possibly can, checking/replacing all physical connections, changing network switches, manually port forwarding, clear dns, check for duplicate ips, disabling ipv6, reinstalling, allowing through firewall. done it all. nothing works, making me think this is either an ISP or Riot issue, anyone able to provide any insight?
