Riot menu will not open

I submitted a ticket just now. No matter what I do, the menu will not start. I can see in the task manager that the game program has 214MB consistently in memory so it's got to be doing something, but it is struggling. I have tried everything save for deleting the game and reinstalling. Any advice?

Solution:

I reinstalled and it looks like everything is back to normal now. The menu appeared finally and I was able to play a custom game.
