why isnt my gpu being used its cooking my cpu

my gpu utilisation is only going from 1 to 10% and im getting around 5-10 fps

CPU utilization is high due to your pc needing to generate a massive amount of chunks before rendering them.

CPU generates the LODs, GPU renders the LODs

If there are little to no LODs, the CPU is working hard to generate them
If all of those LODs are generated, CPU wont have to work hard anymore and only the GPU is busy rendering them
