The requirements for premier are as follows:
- You need to be verified by SMS
- You must have completed your competitive placements in any act
- You must have not received a suspension of any form i.e mute, ban etc in the last 30 days...

In your case you have most likely been muted or banned in the last 30 days which makes you not eligible to play premier

got 30min afk ban
