Lucky friends question.

Question. To get lucky friends with someone, do you need to be near them? I’ve gotten lucky friends with people near me 4 times now, but I’ve been best friends with 2 people that are far away for nearly a year and never got lucky fiends with them. The people near me didn’t even send gifts consistently. The people far away do every day. Am I just unlucky with them, or do you need to be close?
