Deck - 3500mhz CPU limit

Is there a reason why my OLED deck can't exceed 3500MHz according to Gamescope, even though the BIOS and terminal show the maximum value as 4000MHz? I don't believe it's a TDP issue; it's possible that the kernel header of the LCD version is limiting the maximum frequency to 3500MHz. However this limitation wasn't present on the OLED version of SteamOS, but it appeared after switching to Bazzite.
