Observability - 24 hour time format

The observability feature now displays the time in a 12-hour format, without indicating AM or PM. It used to show it in a 24 hour format, and I prefer it like that, as that is what I am accustomed to.

Odd, because this used to show it in 24 hours though Thought maybe some default settings had been changed.

i assume they now do localization to 12hr format if thats not something you are keen on please drop that in feedback
