FPS counter not reflective of actual frame limit

While playing Borderlands 2 (Proton Version) and using the steam gaming mode frame limiter while in game the frame limiter works as intended but it seems to not reflect that in the FPS counter. If I use the in game fps limiter the FPS counter works as expected but I am trying to just use the normal gaming mode frame limiter
