Germany latency issue

My friend from Germany have huge latency to my next-on-pages project (+30s) while for me in France I have about 100ms, is there a problem in Germany atm?

If he uses a vpn in germany/france/everywhere else it works well, he is from Wetzlar.
All other websites works fine for him.
