Task Bar only on Secondary Display

I have two DisplayPort monitors, DP-1/2. I seem to only have a/THE taskbar on whichever monitor is NOT set to primary. Currently that is DP-2 (as DP-1 should be my primary). If I switch the primary toggle in System Settings, it instantly goes to the other monitor. This is true in both X11 and Wayland sessions. As far as I can tell (so far), programs open on the "correct" primary display.
I also can't seem to set different scaling for the two, but I think this is just a fun X11 quirk, before install I've used Wayland for a long time on a non-nvidia system.
