LHello, if its constantly at this rate there might be an issue but it is normal when sometimes it drops down. This doesnt mean a slow internet speeds but rather that your drivers is writing and allready downloaded the files.
Jspeedtest only tests your bandwidth to your closest testing server (usually very close to you) and latency/distance has huge impact to the transfer rate of your data.
JWhen patching it slow, it's generally a DNS issue, where the content provider (where the patching are stored) thinks you are located somwhere you are not and the extra distance is limiting your throughput
JI'd suggest you change your DNS server to 8.8.8.8 (google) or 1.1.1.1 (cloudflare) and see if that fixes the issue
