you need to open the project either through todoing.csproj or todoing.sln..
if you just open via a cs file VS will behave just like a fancy texteditor and not an IDE

Add them in csproj (by modifying the csproj file contents)

in the solutionexplorer there is a button at the top "show all files" click that then rightclick the folder -> include in project
