Several verisons behind and there isn't any update button on mod browser, what do I do?

The second picture means the version you have is frozen from a mod pack.
Try disabling it and then deleting it. It should delete the frozen version and use the Steam version instead.

You ran into the bug, you'll need to just delete the modpack from \My Games\Terraria\tModLoader\Mods\ModPacks manually
Then launch the game
