Replace "Clear Layer" and "squash" buttons in the layer menu with move layer up and down.

primarily I want to disable the "Clear Layer" and "squash" buttons in the layer menu,
as they are too close to the visibility button

which I am often using and those function can still be accessed within the layer button menu.
