HEither the freesync implementation is bad (I have one monitor with a bad freesync implementation that flickers in Linux while another monitor with freesync does not) or it's a driver issue and you need to ask Nvidia to fix their driver (again)
I have an amd GPU so I can't try replicating your issue, but I'm mentioning it anyway that some monitors just have bad implementations
