CRegistrar is ownership of the domain whereas the zone settings are the Cloudflare configuration for it
1I bought his domain under my registrar in my Cloudflare account so I suppose this is my ownership, thus registrar.
1But I also suppose the zone settings as well because everything in terms of the domain name is under my account and I am about to make his Cloudflare account from scratch under his email address. That is why I think both registrar as well as zone settings.
CYou can move the domain between accounts but you can't move settings. Your best bet would be to use something like Terraform to save the settings then apply them one the new account.
