Modular Reactor - Cooling / Steam issue

I'm having a few issue, I have it all on and running with everything I think is required to make it work.. but it seems to overheat after enough time running and i can't turn the steam on.. not sure what I'm doing wrong here.

• Lots of water
• Lots of coolant
• Lots of power cores..
• Mk3 shielding

Sounds like you're missing the CO2 Chimney/Steam Cooling Tower.
