Is there a way to force download shader caches for all installed games?
SteamOS seems to do this by default, but after plugging in my old SD card it's not rebuilding caches or anything.

KWe match SteamOS behavior here -- it's a feature of the Steam client
KShader caches will auto update & download for applicable titles
