Whats wrong with ip (Error 1000)

Hi there! I add "A" record to open my personal site, but on open i have Error 1000. DNS points to prohibited IP.
When i try add different ipv4 - work correctly.
What's wrong with my ipv4?) How can i check it?
ipv4 - 45.133.247.128

I read https://developers.cloudflare.com/support/troubleshooting/cloudflare-errors/troubleshooting-cloudflare-1xxx-errors/#error-1000-dns-points-to-prohibited-ip but i have not this cases.

My NDS records:
