if we can move specific atoms up and down in c then why not in b

Configurations must not change in G.I. In c, one is R and one is S in both the structures for the upper portion. Similar in d.

Think of it like allowing the double bond to rotate In b it it were to rotate it would give the same structure But in c it’s a new structure
