What is the recommended settings for RTX 4070 and 14th Gen Intel, with 16GB of RAM?

Every system is different, so while we can't say exactly what will work best for you, here area few suggestions:
GPU
- For integrated and low end laptop GPU's
- Start with a DH render distance of about 64
- You may need to drop the vertical and horizontal quality settings
- For mid to low end desktop GPU's
- The default settings should be a good starting point
CPU
- Less than 4 Cores
- Disable the world generator
- Drop the thread config to 1 thread for each option
- DH render distance shouldn't affect CPU load
- 6-8 Cores
- The default settings should be a good starting point

i put it on 256, is it good enough for RTX 4070?
Just set the lods to your preferred quality then change your lod distance according to how well your game is running.
Fyi: "14th gen Intel" says nothing.

No I just mean it doesn't say anything about the cpu, because there are many 14th gen Intel CPU's, soms way faster than others

But no, Intel 14th gen is not a good generation. For a start, they're only 1-2 percent faster than 13th gen CPU's while being more expensive. And 13th gen already wasn't a great generation if you compare it to AMD's CPU's.
Plus, 13th and 14th gen suffered from a major instability issue, slowly killing themselves. Make sure to have a recent bios in order to hopefully mitigate that.
