Inactive Bulk Redirect Lists not Loading

With the new rules UI changes I can't seem to actually edit any existing bulk redirect lists which are inactive.

I can see the list, but then if i click dots> edit or click on the name it redirects to the "edit url redirects" ui which shows "no redirects to display"
