Controller fan and part cooling fans not working.

My controller fan does not turn on. I also cant control it on the dashboard. Does it turn on by itself on a given temperature?
Also my part cooling fans dont work. I can control them on the dashboard, but nothing happens.

I havent printed anything yet. Are the fans working like they are supposed to do or is something wrong?
