Using Part Cooling Fan turns Controller Fans off
Well it's been a long while since I got into 3D Printing but here I go again finally finishing my "new" printer!
-# A Vcore 3.1 downsized to a 150x150 bed I started last year and only now got to finishing
Whenever I set the PWM on my part cooling higher than 0% it will cause my controller fans to turn off if they're spinning. Besides that my Part Cooling Fan doesn't even respond to any PWM % and will not spin at all.
I'm using a Octopus Pro 446 V1.1
The Controller Fans are two 120mm Noctua's (NF-P12 Redux)
-# 12V from the octopus on VF6 and PWM from PD12, no tach
The part cooling fan is the Sanyo Denki 9GAX0412P3S001
-# the white wire in the picture to PA8 is an extension soldered to the brown wire, no tach
There's a Toolboard but the fans are wired to the Octopus Pro
What could I be doing wrong to have this happen, and would could be done to fix both the part fan not responding and the control fans turning off if there's part fan PWM?

I swear I included this pic when posting this, oh well.
Here's the wiring:
