Account got Hacked and Not Recovered

My Account Got Hacked on 14 Feb but I recovered from the PUBG Help Center By Making Claim And use a Gmail in box 13 or 14. But my bad luck my Gmail Account Got Hacked And I can't recover it. I try every possible way to recover my Gmail Account but Hacker remove my all access and recovery options. And I can't login my ID. I spend a lot of money on my ID. Please help me to recover my account or transfer my account to my another Gmail Account. You are my last Hope.
