"Limit reached" banner buttons (review/upgrade) don't work in two different ways

I managed to reach limit of the free plan and I got the 'limit reached' banner. So far so good. Now, when I click 'upgrade' nothing happens. Console suggests why it's broken on every click. 'Review' on the other hand sends me to the third attached screen. Now that's not as clearly broken as button doing nothing, but there's no way you want users at this conversion step to see that screen. I don't really need any assistance with this, although if I'm supposed to see something interesting under 'review' that's not under 'personal account' button, I'd be curious to know what's there!
