Access Exception not fixed even after following troubleshooting guide.

I think there's a deeper problem. When I launch tmodloader, I get the screenshotted error message, but the game still starts up regardless after I press 'Ok'; then, I get an in game access exception error message about being unable to use the files 'lastusedmods.txt', or 'enabled.json', or something similar. I have tried letting files through windows antivirus (I don't have any other antivirus software that I am aware of), tried turning off read-only access for most files, tried letting all three dotnet.exe files (from Terraria and Tmodloader) through controlled folder access, tried turning OFF controlled folder, tried turning off all sorts of protective features of windows antivirus, even tried uninstalling tmodloader and terraria and putting their install locations elsewhere, and then ran through all the previous 'solutions' again with the new file paths. The only thing I feel I have yet to try is simply turning off my Windows antivirus completely. I had this problem months ago, and thought it would fix itself given time. It has not. I'm in version 1.4.4.9 specifically.

Terraria receives a similar error message on startup, but can still be played as normal, and I can access all players and worlds.

I've loaded the game again and for whatever reason the Resource Pack error and startup error message of tmodloader is no longer happening. Maybe it finally found the resourcepack folder? I dont know. Regardless, the unauthorized exception to find enabled.json and lastlaunchedmods.txt is still an issue that I can't seem to resolve
