Steam games always over all other windows

Hey everyone.
I am running Bazzite (AMD) on my 9700XT machine.
I noticed that Steam games always run on top of every other windows.
This way it is impossible to use overlays.
Which setting would help that Steam games behave like a normal window so I can use overlays?
