My desktop AMD CPU/NVIDIA GPU with Bazzite KDE open goes to sleep but instantly wakes up.
I have narrowed down to USB mouse/keyboard dongle but don't really understand why this happens in Bazzite but not Windows. Anyone got a fix?

I've got the same thing happening. AMD GPU over here.
On certain boards it can happen, such as this one https://wiki.archlinux.org/title/Power_management/Suspend_and_hibernate#PC_will_not_wake_from_sleep_on_A520I_and_B550I_motherboards
but if its not board related, and if its indeed a dongle problem, you can see the approach in the wiki and test the
echo GPP0 > /proc/acpi/wakeup command (replacing GPP0 with your dongle device code)
