Strange FPS behavior

https://spark.lucko.me/HnebHTCBjf When I play Minecraft, in-game, my displayed FPS drops to 1-2 when I open menus. Be it crafting tables chests, inventory, or the pause menu. What's baffling is that this behavior is only seen when Minecraft is the focused application. I/E IT drops to 1-2 FPS in menus while Minecraft is in focus. When I pull up a different program above minecraft, it returns to the normal FPS. This does not happen with shaders disabled. So far I've tried 2 shaders and both have the same issue. The displayed FPS number from Sodium doesn't change from a steady 70-80 at any point.

is that possible because nothing I'm doing is able to turn it off When I get it to at least not exist in the task manager, it doesn't change the result.
