Strange FPS behavior

https://spark.lucko.me/HnebHTCBjf When I play Minecraft, in-game, my displayed FPS drops to 1-2 when I open menus. Be it crafting tables chests, inventory, or the pause menu. What's baffling is that this behavior is only seen when Minecraft is the focused application. I/E IT drops to 1-2 FPS in menus while Minecraft is in focus. When I pull up a different program above minecraft, it returns to the normal FPS. This does not happen with shaders disabled. So far I've tried 2 shaders and both have the same issue. The displayed FPS number from Sodium doesn't change from a steady 70-80 at any point.

is that possible because nothing I'm doing is able to turn it off When I get it to at least not exist in the task manager, it doesn't change the result.

Sorry to reply to an older thread, but I've been having the same exact issue and I haven't seen ANYONE else talk about it. I tried resetting the default settings for game bar, but hasn't fixed the fps drop. Is there something I'm missing when it comes to resetting it?
