Pretty sure it's supposed to be eVs, not hVs Basically, the light shining on the emitter should release electrons with enough energy to surpass the potential difference, but any electrons that get released from the collector should be stopped by the potential difference immediately.

Eh, i assume it can, because that's the only reason the collector becomes important.
