I over complicated this , i thought cuz of CIS there will be some hindrence in ans , but there was none , and sometimes when i dont apply CIS it is there in ans , how to know when to apply

It's about what species is attacking
You might've noticed that it's "KMnO4" that's reaction which because of it's compact structure, reacts from a single side only
Either above the plane or below the plane
All in all, forms a "syn" product or in your case precisely "cis" product
So it's not always about hindrance but rather the reagents that are leading to the product
