Every time Spanish football plays, my website is down, and every weekend this downtime is affecting my business, and I don't know what to do because I'm not doing anything wrong to cause my website to be blocked.

La Liga (Spanish Football league) is blocking many of Cloudflare's IP ranges in Spain due to allegations of football piracy.
As of March 31st, Cloudflare is suing over this indiscriminate blocking. We recommend telling your local government official how this is impacting you.
This blocking impacts a subset of customers, upgrading your zone plan may resolve the issue but that is not a guarantee.
If you're an Enterprise customer, you can use Cloudflare BYOIP to use your own IP address and avoid any blocks against Cloudflare CDN IPs.
but its not a ddos
it's because the ips are Blocked when sapnish football plays and all my customers are being affected

When a user makes a DNS request to Gateway, Gateway matches the request against the DNS policies you have set up for your organization. If the domain does not belong to any blocked categories, or if it matches an Override policy, the user's client receives the DNS resolution and initiates an HTTP connection.
As the message mentions, upgrading your zone may give you an IP that is unaffected, but to be certain you won’t be impacted, you would need BYOIP

As the message points out, to guarantee that you aren't blocked, you would need to use BYOIP which requires an Enterprise contract. Otherwise, upgrading your plan to the next highest tier might work, but it also might not.

Enterprise contracts require contract negotiation, and I cannot estimate a price for you, you will need to contact Sales
Apart from upgrading to Enterprise to get a BYOIP, you could add an external load balancer so that Spanish visitors are redirected to a non-Cloudflare version of your website... because right now ALL Cloudflare IPs are being blocked (and any new ones, get swiftly added to the block list)

And LaLiga President, Javier Tebas, said it's "4 gatos" that are affected by this, i.e. they do not care that they are indiscriminately blocking thousands of websites and who knows how many website visitors.

But in the meantime, you have no choice but to accept that if you use Cloudflare IPs, then nobody in Spain can visit your websites whenever LaLiga football matches are playing (i.e. weekends)... websites I manage are also affected by this.
To say it's a ridiculous situation is an understatement but the judge ruled in favour of LaLiga, so we're SOL.
