Cloudflare WARP is, effectively, a vpn/proxy. Like any other vpn/proxy, IPs are shared. How can you share an IP with mutiple users? Look at NAT and such, just unique port bindings that map back to a specific client WARP is a bit different then a normal vpn in the sense that users can't pick specific locations, can't bounce around between IPs as well/abuse it in that way. WARP is also part of ICloud's Relay service, so some people might be using it without knowing. It's more aimed as privacy/speed enhancing then the typical audience of a vpn

WARP does try to provide users with geolocated IP Addresses near their own IP's addresses geolocation, but IP geolocation is rough/vague, so only loosely connected yup!

No greater guarantee that two people same router would share the same IP then two people in the same city but yea, relying on IP Addresses isn't enough

What I meant is, if they're address is similar, they are likely sharing the same router.

If their WARP IP Address is the same, they are likely sharing the same router? No, far more unlikely then likely It's just Incoming user's IP Geolocation being matched to Cloudflare WARP IP with same geolocation. They have more then one IP with the same geolocation for larger areas. There's only so many ports/how far they can stretch the use of one IP

What do you recommend checking in order to find if they're highly related, besides IP matching?

Depends on platform? For games/desktop apps, hardware id computed from hardware components?

Browser based 😦

There's javascript fingerprinting solutions

You would say two people with the same warp address but different device ID are not related, right? I always assumed they would be connected to the same router, example 1 router and 2 phones.

yea, I mean if two people are connected to WARP and never share devices then they'd also never be correlated but if someone is trying to avoid restrictions/etc, then could find by device fingerprinting
