in (I) conc of Nu- is very high so it effectively becomes constant while writing rate eqn we only write conc of alkyl halide so (i) should be sn1 right ?

Usually with och3- we do elimination even when heating isn't mentioned

CH3O- is a strong base and strong nucleophile and since the alpha carbon is 2 degree we prefer elimination over substitution so E2
