It's a quadratic in sin(theta2) so minimise that first, and see if it happens for a value of sin(theta2) between -1 and 1. If it doesn't, check the range of the quadratic in -1,1 and choose the lowest bound. Then, you get an expression in cos(theta1) which you can minimise. Because the trig functions are of independent variables, you can deal with them separately

Ah I see, the minimum value as theta_1 and theta_2 both are varied. Write this as 3(4-3/(1+2cos^2(theta_1))) this acquires a minimum value of 3 when cos(theta_1)=0.
