CS2 bad experience (frames and refreshrate)

I'm having some issues on CS2. Game starts and runs, but if I have my second monitor enabled, i dont feel the frames im getting. FPS counter says 200-400 but it feels like 50. Also when disabling 2nd monitor i get more stable 300-400 frames and it feels smooth. Anyone know anything ab it? Is it just related to having Nvidia GPU?
