"Sorry you have been blocked" via local worker

A colleague is having a peculiar issue getting a simpler worker to run with wrangler dev from her mac. When trying the simplest of scripts to fetch data from an example API (https://api.restful-api.dev/objects), it throws an error "Sorry you have been blocked" in Postman and browser. The API endpoint can be access directly in Postman and browser just fine. In order to debug, we tried different things: 1. switched her connection from broadband to cellular hotspot (different provider, different IP/gateway etc) - no effect., 2. installed and turned on CF Warp - no effect., Once deployed, the worker runs just fine. She made me an admin on her account. I am able to run the exact same worker from her account with wrangler dev just fine. I'm simply unable to understand whats going on with her environment, and/or what should be tried next. Any clues?

If you are blocked by a website that uses Cloudflare, you need to contact the website owner to appeal or investigate the block. Cloudflare is configured by the site owner, and Cloudflare will not overwrite the configuration of any customer. Nobody in this Discord nor any Cloudflare employee will be able to help you. The site owner can investigate why you were blocked through your ray id.
