DH stops adding tasks when the player is stationary

I have a world file which was generated in 1.16. I've done "Optimize World" to convert the chunks into 1.21 format. When I join the world with Distant Horizons set to 256 chunk LOD distance it starts filling in the chunks with LODs up to a certain limit and then stops all tasks. How do I force DH to continue chugging without manually visiting the areas where the gaps are present?

If I manually move into the empty regions DH will start chugging again, but this is inconvenient because I have to fly around and force the areas to generate. These chunks are 100% pre-generated and I can see the distance to which chunks were pre-generated using a tool like MCA selector, so the chunks for these regions already exist in the world file. I want to be able to just sit still in the middle of the world and let DH chug along until all the LODs are generated instead of having to manually fly around.

In this screenshot you can see that all of DH's tasks are at 0 despite the fact there are chunks to load

Your dh settings are at default? You haven't set your generation mode to pre-existing only?

It was set to pre-existing but the chunks in question had already been generated before. I can see them in MCA selector.

Can you try not setting it to pre-existing then?

I also did that and nothing changed except for the fact that it started generating new chunks even further out instead of filling the hole that were closer to me
