Steam starts to black screen, ujust fix-reset-steam does not fix

The issue im seeing is that anything steam related is refusing to start. stuck at a black screen when i start normaly and go to gaming mode. When i try to launch steam in desktop mode the icon bounces for a bit and then stops, but steam never shows up.

The hardware is nothing special other than it being a little old and intel based. The GPU is a newer arc card. However I dont think the hardware is the issue here. as i get output and full behavior from desktop mode
