What's with all these new accounts showing up and getting banned? I know that Ferret keeps making accounts because I've seen multiple threads that end with Caci saying "It's another alt of " Is this just Ferret making new accounts or are there just THAT many people breaking the rules.

Some of them are Ferret, most of them are under 13 and some are spam bots.
