Any part cooling fan always on 100%

I just went through a huge mess with having to reinstall everything and now my initial issue is still going on. My 4028 fan turns on full blast when the printer boots up. I got the PWM wire properly connected as far as I can see, I got the fan pin in right. I can't get it to go at anything below full blast even when it's set to 0% on mainsail. I followed the setup in the docs, found out the pin in the docs is an always on and shouldn't be used so put it in PD15. No jumper between the PWM pins. So don't know why it's not working. Never had this issue with the 7530 fan I had before and it was just a 2 pin.

And now shifting back to the original 7530 I had, it's now stuck always on too. It worked just fine before, Not 100% but it won't turn off. I was informed that it's likely the part cooling fan mosfet on the octopus v1.1 is damaged/dead and that is why every fan is always on. So is there a way to edit the part cooling fan pin in the printer config? I know you can't edit it in RatOS.
