It will most likely increase the chance of all rng-based events. Lucky harvest, pet-related chances, etcetera.

I've had this once before then it disappeared when I rejoined. As kinebrach said- it's a bug. But I always assumed it to be the chances of a "lucky harvest" and that it takes effect though you can't see it- maybe a dev thing?

The playtime luck board is occasionally revealed to players via a bug. It's not officially released and the effects, as far as I'm aware, aren't active when the board is outside the player's plot.
You can divulge from the text on the board that it increases your luck for rng-events and increases your odds based on how long you've stayed in that server for.
