How can I proof check who blocks access?

Russian providers block traffic from Cloudflare.
Is there a way to proof check this? What commands can I run locally to see that traffic is blocked by providers and not Cloudflare itself for example?

Since June 9, 2025, Internet users located in Russia and connecting to the open Internet have been throttled by Russian Internet Service Providers (ISPs).

if you're getting blocked from cloudflare you'll see a cloudflare blocked screen:
if you get blocked from the government you won't see anything, it will show a generic dns issue or something else
