I've tried disabling literally every mod, and it's only Iris causing the issue

You need to install sodium manually if the launcher is refusing to download it due to version shenanigans
I'm very certain Sodium for Minecraft 1.21.7 is available for download through the Modrinth launcher. This is likely a case of not installing Sodium alongside Iris, somehow.
