how to launch steam keyboard on a 2 in 1 laptop

i have accessibility needs and need an osk as an input device. maliit does not work for my purposes but steam's osk would.
i don't use a steam deck, but instead a 2 in 1 laptop in tablet mode. how can i launch the steam OSK?
