Okay @yu , so Riot has its own network infrastructure in every region, called Riotdirect. This infrastructure allows Riot to optimise the route your packets take for the best possible performance and lowest possible latency. However, Bahrain and Cape Town servers are hosted on AWS network infrastructure, not Riotdirect. This means Riot has limited control over these servers, and your internet provider or AWS will manage the path of your packets, which may not always be optimised for latency.
